Apparently there is an issue with the address your website send to PayPal.
I see that you've removed the address_state and the address_country custom fields from your addresses via the menu Display>Custom fields.
That's probably why PayPal doesn't like it.
You have two solutions you can try:
- reenable them, delete the address of your user account and recreate it with these new fields
- modify the settings of the PayPal payment method, via the menu System>Payment methods to not send the address data to PayPal (the customer might have to reenter it on PayPal's website).
