Can't override cart.php in the checkout view.

Trying to add incremental and decremental elements to the cart in checkout view and It seems like the override is not loaded.
I edited the cart.php with the checkout view and the actual template chosen.
Interestingly even a core-hack(changing the checkout/cart.php in components) would not change anything.
