No countries dropdown in checkout for guest!

can someone please put some light on how to get country selection dropdwon while checkout on hikashop site, look at screenshot prntscr.com/nocjjm , no country dropdown is shown, it defaults to the country set in configs only, and due to that no other country people able to place orders.
