You can remove the "payment" view from the checkout workflow.
If you have payment methods configured, I would recommend to create one with the lowest "order" value (so that it is first in the listing of available payemnt methods) using the plugin "collect on delivery" and you can rename the payment method whatever you want. That way, this payment method will be selected by default and you won't get redirected to PayPal at the end of the checkout.
You can then use a mass action to modify automatically the payment method after the order is created, or change it manually later on before you let the customer pay for the order.
