switch country for calculate shipping costs

There is no such option in the cart module.
However, on the checkout, it's possible by configuring the "checkout workflow" in your HikaShop configuration. Just after or before your "cart" view, you can add a "shipping" view with its 'Selector type'' option set to "Dropdown list" and you'll get a dropdown of the available shipping methods. Note however that if your shipping methods need the address of the customer to be available then the dropdown will be empty.

Note that there is also this plugin available if you want to have an estimation of the shipping before entering the full address:
