Confirmed Status before Paid

Hi,
The Confirmed Status is being given to orders that have not been paid for using PayPal and then the Shopping Cart is cleared. The cart is empty at the Payment screen. (See pic) However if you do pay the order is correct.

Often customers will put things in a Shopping Cart and buy later or come back and order more things. They can't do that if the Shopping Cart is cleared. Also Spammers are placing multiple orders and clogging up the website. How can I make the Confirmed Status not occur until PayPal is paid please?
