problem in set style in the checkout process

hi
my problem is a little deep and i can not describe that very good.please look at video

simplified of problem:
state1:
checkout menu item enable
A ) when click on "add to cart" in product page, then redirect to checkout process with default template which set in the checkout menu item.
B ) when click on "pay" in the cart menu item, then redirect to checkout process with default template which set in the checkout menu item.

state2:
checkout menu item disable:
A ) when click on "add to cart" in product page, then redirect to checkout process with default template which set in the hikashop cpanel menu item.
B ) when click on "pay" in the cart menu item, then redirect to checkout process with template set in the cart menu item.

i need state 1 condition (checkout menu item enable) and "B" in the state2 together. how to do that?
