There is no "shop activation" system in HikaShop.
And this German error message is not in the default translation file of HikaShop for German.
So, I'm not sure what you did in order to get this but it doesn't come from HikaShop itself.
Could you start by providing more information on the situation ?
- What is the URL of the shop, and what are the steps necessary to reproduce the issue ?
- What was the last action you did on your checkout before you got this message ?
- Could you provide a screenshot of the settings under the Checkout tab of the HikaShop configuration while logged in in English ?
- Just in case, could you check that you didn't disable the new user registration, in the options page of the Joomla user manager ?
