What I would recommend in that case is either to have the service added as an option of the bike products or as a related products.
That way, it would display on the product page either as a dropdown above the add to cart button, or as a product in the related products area at the bottom of the product page.

In that case, you could duplicate your shipping methods and have one set with an additional fee for the additional service. Then, in the shipping methods set with the extra fee, you can use the minimum and maximum post code restriction fields so that the ones with the additional fee would only display for the post codes you want.

Otherwise, a custom plugin could be developed to have exactly what you want but without any development, that's the closest you can have.

If you activate the "use shipping price per product" of your shipping methods and in the products of that category, you can add an extra fee for each shipping method in the "shipping prices" section of the product edition page.
