Changing drop-down contents in address_state

I want to edit the existing drop-down list in address_state field. This drop down list is shown in registration form of hikashop.

You'll be able to do it by editing it via "Hikashop->Display->Custom fields" but giving us more information on what you want to do through some screenshots for example will probably help us to help you.

I have attached some screenshots to this topic.
As you see, the drop down list is in Arabic Language and not Persian. How can I edit the contents of this drop down list, because I could not find any option to do it.
