Registration not permitted

When i go to the Registration form i get the tekst: Registration not permitted (in dutch)

Where can i put the registration on? or should i buy hikashop for this?

Firstly,did you check that the "Allow User Registration" option is set to Yes, through the Joomla "User Manager" options ?
