How to use different minimum order quantity for different user groups.

You could create different products for each user group for the same real product and use the access level setting to restrict who can see which and what is the minimum quantity for each.
And if you want only one product, you could have variants with each one their access level and minimum quantity set, but with the stock only on the main product. That would work too and that would have the advantage of being able to have an accurate stock.
