telephone instead of address

in the customer order status the telephone nr is on the place of the address
and there is no address-street. I want telephone nr to be optional but address is a musthave ofcourse

this is the setting
{address_company}
{address_title} {address_firstname} {address_lastname}
{address_street}
{address_post_code} {address_city} {address_state}
{address_country}

removed the <?php....
don't know how/why it was there
now it looks ok

but i would like to have the phonenumber
it is in the registration form, but where can i find it
looked at customers, but there i can only find the address
