The error code doesn't come from HikaShop. It's an error code from UPS. And I completely agree with you that their error messages are really cryptic. I invite you to contact UPS support to complain that their error messages are not descriptive enough if you want.
We indeed developed HikaShop and the UPS plugin, but we didn't develop the web service of UPS which calculates the UPS shipping rates. And if the web service of UPS returns an error code 10002 (which is the case here) it means that there is an error with the way you configure the UPS plugin or with your UPS account.

Here the user didn't enter a UPS account in the fields of the UPS plugin and thus the UPS web service refused the rates request.
That's why I'm telling you to check with UPS as it could even not come from the configuration of the UPS plugin you entered, but something in your UPS account (for example, if the shipper account option is not activated in it).
It's not that I don't want to answer you, it's just that I can't tell you precisely what is wrong with the way you configured the UPS plugin or your UPS account since I don't have the information on my end.
For example, if you entered a wrong password in the UPS plugin, I can't know it, but UPS support can.
