Front End Default Address settings nor working

Since 2.2.0 the front end is defaulting to Country and States for Afghanistan in Address fields for Billing and Shipping in Checkout - Default in Backend is, and always has been, set to United Kingdom.
In database Table Hikashop-field the field-default settings show as: state_select_2076089449 and country_United_Kingdom_222, which looks correct.

It seems the default setting is simply not being picked up when rendering the forms on the frontend.
