If you just want to "hide" your tax row through your checkout and let it by applied on your order, you'll just have to use some CSS code by using this CSS property for example :

display:none;

You can add a display none on the class "hikashop_cart_tax_title" or you can edit the view "checkout / cart" via the menu Display > Views to remove the line displaying the taxes.
