is there any Joomla Forum ??

Sorry this topic is not relative with the forum or Hikashop but i need to know that is there any joomla forum for Pakistan ?
i visited the official joomla forum to get help but when i tried to register it says that my country`s ip is on their blacklist. i dont know why is that so.

All of the people here are much experienced than me and they know alot of joomla itself as i got to see the showcase submitted by other members. i also want to make my own template and i have done a little work on it though by searching search engines and reading other`s topics. still i want to learn alot about making a custom joomla template as my need but i got no place to ask.

kindly suggest me if you or any of you members know any forum related joomla help or css/php that can help me learning and making template then let me know.
