How about you allow the registration in the options of the joomla user manager ?

Hi,

If in your Joomla global configuration you did not allowed the registration, HikaShop won't be able to create any Joomla user account, because the registration is forbidden for Joomla and all of the components.
That's why HikaShop check that it has the right or not to create Joomla accounts and display this message, if it knows that it won't be possible.

So please, check your Joomla configuration like Nicolas asked you.

Hi,

It means that you are not log-in with the super user account.
You need to be admin, the super user to access to it.
It looks like you have a restricted account.

As Jerome said, you need to use a Super administrator account. A manager account is not enough. Please contact the person who setup your website so that he can help you with that.
