Yes. You can do both.
For the options listing, you can add a characteristic to your product with one value per row you want, and under the variants tab of the product, you can configure each row as a variant of the product.
And in the HikaShop configuration, you can set the characteristic display method to "list" and the "add to cart on listing" to "global" and you'll get a similar display on the product page.

If you don't want a payment during the checkout, remove the "payment" view from your "checkout workflow". The rest will work like with payments, so you'll get the email notification, the order created, etc.
