Most countries have laws that require you to collect the billing address of the customer.
And that's normal because in most cases, you're supposed to collect tax from customers located in your country but not for customers outside of your country. If you don't collect the billing address, then you don't know where the customer is located and thus you don't know if you need to charge taxes or not, and that's usually not allowed by tax offices.
Now if you have a shop where you don't want to get the address, you can keep only the "cart" block in your "checkout workflow" and use something like PayPal Express Checkout or Amazon Pay for which the checkout actually happens on the payment gateway website and thus no address is asked by HikaShop. But that means that you need to configure your taxes on the payment gateway account.
