how to set access to user?

That's not possible in the backend. There is no "ownership" concept in the HikaShop backend. If you can access the orders listing, you can see all the orders, if you can access the products listing, you can see all the products, etc.

However, if you add HikaMarket mutlivendor ( www.hikashop.com/hikamarket-multi-vendor.html ) on your website, then you can have each user as a vendor with access from the HikaMarket frontend to his products only, his orders, etc, so you would be able to achieve what you want with that.
