Wrong State name showing up on checkout

For the past year some of our customers have complained that "Baker Island" keeps showing up during checkout and they cannot change it.

Any ideas on how to fix??

For statistical purposes, Baker is grouped with the United States Minor Outlying Islands.

They were complaining because they could not change it and send in proper address and then process order - qanyway I will try working on the zone.part.
