-- HikaShop version -- : 4.2.3
-- Joomla version -- : 3.9.18
-- PHP version -- : 7.2

After trying to register, a customer got a 'you are a spammer' message displayed on the login screen which also gave them the rescue URL for the website. I would post a screenshot of that but I'm not sure how to do that securely/privately

Hi,

I've never heard of such error message.
It's probably something added by another extension on your website.

I have. In fact i believe the full message is "You are a spammer, hacker or an otherwise bad person", that combined with the "rescue url" is a no-brainer for me.

@dagroupinc you don't happen to have "Akeeba Admin Tools" installed have you?

That behavior is because you probably have the following enabled

Akeeba Admin Tools > Web application Firewall > configure WAF > Hardening options > "Disable creating / editing backend users from the front-end" or "Disable editing backend user' properties"

I believe one of those is the culprit but i'm not entirely sure.

Yes—Admin Tools is installed but why a 'registered' user trying to log in or register on the front end of HikaShop would see that message is the real question.

You'll have to ask that at the Akeeba site, that's not a HikaShop problem. It may need for to some incorrect settings.
