default state errors

hello Hikashop Team,
we have an issue to put the registration in a certain order, not sure if is that related to the ID number or what? see attachment, also the state comes empty you can not choose, and finally, the area where you choose the default state has a star and you can not change,

Hello, the country already chosen but the state has a * as in the pic which is you can not edit, see the pic again , keep in mind that both are published
