For this to be possible, you need to add #ID at the end of the URL of the page. And ID needs to be replaced by the id of a "a" HTML tag. So the question is whether you have an id on a link tag on the area of the page which you want to automatically scroll down to with your link. If yes, then you can directly add the #ID to the URL. If no, you'll need to do a view override to add an id to the "a" tags:
