In what XML format ?
From what I know RO CSVI can export XML files:
rolandd.com/documentation/ro-csvi/process-xml-files
And it supports votes / comments :
rolandd.com/documentation/ro-csvi/hikashop/available-fields
So it is possible this way, but the format you'll get might be different from the format you need.

Ok, so it's for this:
developers.google.com/product-review-feeds/sample
You won't be able to generate this with RO CSVI. This would require the development of a plugin similar to the Google Products plugin already included in HikaShop, but for reviews instead of products.
