Reminder Plugin Informatoin

Hello,

I am wanting to use the reminder plugin to send notification/email to users that leave there orders in created status. I am just trying to get some understanding on how the plugin works. When a email is sent, does it only send one time or send multiple times? And in the screenshot are these values in seconds?

What do the following fields mean exactly:
frequency, last update, waiting period for created orders, max waiting period for created orders
