Mass action based on multiple ACL

Hi

I have created a mass action to add a person to a user group based on the user groups that a person is currently in but it does not seem to be working as desired. the Idea is that if a user is in group A and group B the system must add them to group C

Settings are as follows

Data
User

Triggers
After a user is updated

Filters
User with ACL - In Group A
User with ACL - In Group B

Action
Change user group - Add Group C

Currently, it adds any user that updates their profile to Group C
