Placing order limits for different pricing

is it possible to place an order limit?
For example, for orders greater than 50€, customer can get free shipping, or else customer is charged an extra fee.

Sure, you'll just have to create different shipping methods and use the "Minimum/Maximum price" and "Price" options through "Hikashop->System->Shipping methods".
