There is no need to duplicate your message in that field and in the "message" field.

About your question ; you just have to create a Joomla article for your "return / refund policy" and add a link in your website footer.
If you really to put a link during the checkout ; you can see to override the view "checkout | terms" in order to add a link in the same way that the link to the "terms & cond" is made.
