Stop created orders being generated

There is no option for that.
However, what you can do is to use a mass action to delete the orders after a certain period of time if they are not confirmed.

Actually, there are some payment methods, where the user enters his credit card on the checkout of your website, which won't let the customer finish the order if the payment can't be validated and in that case, you'll only get confirmed orders with these payment methods. For example: PayPal Pro, PayPal Express checkout, Authorize.net in AIM, etc.
