how do I set up these options?

1. Customers register for an account for an online purchase using their name, mobile number, plus email.
2. Minimum purchase of "60" Vouchers we have them set up as 3 products:
1 voucher, 10 vouchers, 60 vouchers (during purchase a choice of combination of 1Vouch, 10vouch, or 60 Vouch).
2b. Voucher codes are associated with a user's mobile number.
3. Minimum redemption of 200Vouch or lots of 200 Vouch at (0.9439 x current voucher sale price on Silvervoucher.org)
4. Any account holder can request autoresponse of the current sale price of 1SiVouch (this could be text).
But can also request their account balance expressed in amount of SiVouch.
5. An account holder can send in redemption request; a redemption confirmation is sent, with payment options information - Paypal

I will elaborate more.
What we are selling is vouchers for ounces of Silver.
We created a voucher product in Hikashop called "SiVouch1" equal to the value of 1/100th ounce of silver and two other voucher products.

The price of Silver goes up and down similar to a currency
We are going to allow the purchaser to redeem their voucher for what ever the price of Silver is at the time of their request.

2. Minimum purchase of 60 Vouchers we have them set up as 3 products:
1 voucher, 10 vouchers, 60 vouchers (during purchase a choice of combination of SiVouch1, SiVouch10, or SiVouch100).
We dont want anyone purchasing less than a total of 60 vouchers
So they could purchase 60 "SiVouch1" , or 6 of "SiVouch10", or 1 of "SiVouch100"
2b. Voucher codes are associated with a user's mobile number.
Right now the only association with their purchase is an Order number like "C2" or their account information

I think your Hikaserial product might do this but we would like to interact and identify the account by a code or number?

This would be like a "refund". The difference is it could be more or less than the original purchase price so this would have to be done manually by us but we want the request to be automated or initiated by the purchaser and we would get the "request notification"

The way you want to use your shop isn't really common compared to average eCommerce websites, so there is no option to do exactly what you want to achieve.
It will actually require code customization to achieve all of it except for the point 2, the solution can be for example to :
- Set a weight on your products configuration page
- Use shipping methods and use the "maximum weight" option to restrict the maximum number of product that can be bought.

- Use custom fields and develop et plugin which will automatically do it.
