many users may order only one can checkout

Do anyone know if there is somewhere documentation on this, or have experience whit it.

In my setup i need the ability that "user group X" only can order and that another user has the right to buy the orders.

Setup is for sandwich bar:
Company X has several employees who can order a sandwich under their own login.
And the boss/ or user with the right rights, can only forward the orders to purchase.
Orders must be ordered under that company
Someone experience this?
