Order without VAT - but Customer have no VAT Numbe

Hello,

i have two times the following problem:
HikaShop makes orders without VAT - but the Customer have NO VAT ID.
They just give in a Company Name.

What can happen ? I´m a little bit frustrated because i search since two days what is going on.

The Order should be without VAT ONLY when the Customer give the VAT ID in Field.

Found Solution ... !

I have forgot to make Tax Rules... so under TaxRules it is possible to say
with VAT when you have no VAT ID...
