Creating a Payment Plugin outputting a url

How do i create payment plugin or modify an existing that is able to output a url as described below?

Please note that the CP_p1typeid of 7 is used above for the transaction type “carnival entry fee”, alternatively you can use the ‘Special event” transaction type by using 70 instead of 7
