Yes, that's possible with HikaMarket Multivendor and our integration with PayPal adaptive:

PayPal adaptive will automatically redistribute the money paid by the customer to all the parties involved as needed based on how you configured the commissions/fees in HikaMarket etc.

If the order only contains free products and that thus the total amount of the order is 0, no payment will be asked to the user during the checkout and the order can automatically be confirmed with the "validate free orders" HikaShop plugin.
