Clicking on Paypal immediately redirects customer

Hello,

When someone tries to checkout and they select the radio button for Paypal it immediately redirects them to the paypal.com URL. I don't think this should happen until they click to submit their order. The radio button is a selector not an action button.

I do have the option "Auto select default shipping and payment methods" set to Yes.
