Error 14013

Error 14013 for paypal pro shows up under the following conditions, which it shouldn't.

Product cost is $0 (free)
Shipping is anything but $0

This has been tested in version 1.6 and 2.3.1 with the same results. It works fine as long as the product cost is other than $0 (not free).

Thanks to check the content of the payment log file in Configuration > Main > Files > Payment log file > See the report.
It can potentially give us more informations.

But I think that for this specific case, PayPal don't accept the $0 price, so a modification will potentially be required in the plugin in order to use the shipping price for the order price, and set the shipping price to $0.
