Billing Country and Paypal Country

Hello,

we have a problem with some of our customers that have a Paypal account from one country while at our e-shop they provide another one for billing to avoid paying VAT. With older plugins we had, Paypal could detect the country our e-shop was using and was not allowing the final payment to be done. How can assure that Paypal detects the e-shop and country and goes through payment if only these are the same?

Thanks a lot for the help. With this configuration, customers from USA (only from this country) once they try to access paypal they get an error; that the merchant needs a shipping address and their own is invalid. I made several tries with several correct addresses but I always get the same message. I had not make and changes to the zones concerning the us code or anything :/

So I had to change the Shipping to 1 (Yes) to make it work for USA customers. It seems now that it will work correctly..
