It seems that you've heavily modified the checkout workflow of your HikaShop.
Also, it appears that your Joomla template is not displaying error messages, so you don't see why it doesn't let you continue.
So, several things to do:
- Make sure that your Joomla template can display messages:

- Switching temporarily to the default template of Joomla, Protostar and try to checkout in order to see the error message preventing you from finishing the checkout.
- Provide us the error message and a screenshot of the settings in the Checkout tab of the HikaShop configuration and we should be able to tell you what to do.
