HikaShop Paypal plugin deducts tax foreign users

The default HikaShop Paypal payment plugin deducts tax when orders are placed by foreign users. When orders are placed within The Netherlands everything is fine. All orders are paid including tax. As soon as the order is placed from another country (mostly Belgium), the tax is being deducted from the total and users can finish and pay their order without tax.
