PayPal payment issue

-- Joomla version -- : 3.8.8
-- Browser(s) name and version -- : Chrome 67
-- Error-message(debug-mod must be tuned on) -- : Not an error message - PayPal payments are initiated, but not completed.

Not an error message - PayPal payments are initiated, but not completed, then the client is taken back to the site and are told their order has been placed, but the order actually shows as being cancelled on my back end.

Any suggestions? I know this is possibly a PayPal issue, but I cannot find where it would be triggered by my installation in order to correct it.

Please perform the basis checks (explained in the documentation) regarding the IPN and check your emails in case you have notification for refused IPN (due to not authorize IP, etc).
