How to re-order the "send inquiry" button to the bottom of Specifications block?

To change the position of the different elements on the page, you can edit view file product / show_default via the menu Display>Views. There, you can use the drag & drop view builder to move the elements around.
For the "Specifications" text, you could use a translation override to change it :

Or you could also use CSS code to hide the area:
