Manual Shipping

I am not certain if this can be done and what is the best way to do it.
But here is what I am trying to accomplish.
I would like my clients to purchase the products and do a checkout. without choosing any shipping details.
Once I receive the order I would then get a shipping price from my suppliers and manually set it in the order section then send the client an order confirmation including the shipping price and an invite to pay either by Bank Transfer or Pay Pal.

So I have setup all the steps including a manual shipping option.
I have created fake orders and then went and added a shipping price.
Then I have sent an email to myself as the customer including the shipping.
Then logged in as the customer to the website and went to the user control panel.
Tried to pay using bank transfer and pay pal.
I keep getting the attached error at the top of the page.

If I follow the same steps but do not add price for the shipping from the backend I do not get that error and everything works fine except the client is not being charged for the shipping.

Any suggestions? or steps to follow to rectify this issue?
