Problem with "Use price per product" - a bug

I have one product that I have setup shipping prices specific to that product. I have used warehouses, special shipping zones, and several new standard shipping methods to make it work. The whole setup is working well except for one thing.

There looks to be a bug in the shipping calculations.

As an example, one item is $50 to ship to a certain zone. However if someone order more than 1, shipping is only $25 for each item thereafter. So I setup the shipping such that up to a quantity of 1 would cost $50 and up to a quantity of 2 would cost $25.

What happens is this:

Order 1 - Shipping is $50
Order 2 - Shipping is $50
Order 3 - Shipping is $75
Order 4 - Shipping is $100
...

It should be:
Order 1 - Shipping is $50
Order 2 - Shipping is $75
Order 3 - Shipping is $100
Order 4 - Shipping is $125
...

It looks like somewhere in the code that is doing the calculations there is a ">" not a ">=". All I need is a pointer to where this change would be and I can make, and then you can make sure it is fixed in the next release.

Any help at all would be wonderful.
