No Shipping Method Found

-- Error-message(debug-mod must be tuned on) -- : No Shipping Method Found

We are using the fedex plugin for USD currency orders.
The fedex shipping account, meter number API etc has been inputted.
We have ticked all of the fexed shipping checkboxes in the shipping method admin panel.
The shipping options only appear for destination addresses based in the usa.
If purchasers in the UK, Europe or anywhere else in the world wish to purchase products they are unable to as "No Shipping Method Found"
Please help. Without this working and to only be able to ship to the USA this component is pretty much useless as we can not ship to our customers.
