Free shipping - PLEASE just make it simple.....

I know this is an old version before you say anything. The whole site is currently undergoing an overhaul and everything will be updated prior ro launch. However, right now, I need to get this free shipping thing sorted.

I have read everything in the forums about making this happen and I cannot figure it out. I have no idea why it has been made so difficult to set up. An extremely simple way to accomplish this would be to put a special coupon in that section to apply when the order is <parameters>. I also use ECWID sometimes and they make it stupidly simple.

Anyway, I want to have free shipping on orders over USD$400 and only to USA addresses. The entries in the forum suggest having a manual plugin to do this, but I can find now way to make that work - there aren't enough parameters to set to do this.Yet others suggest using USPS, again the same problem.

PLEASE make this the simple task it should be. This should not require all these workarounds to accomplish this. It's a standard option for every cart I've ever bought things through so it should be a simple 1 click option to deploy.
