The solution will be to create 1 manual shipping method per shipping price and city by using the "Price" and "Zone" option of your shipping method configuration page.

You have to create one shipping method per desired zone, and set a price per shipping method.

You'll be able to create your custom shipping zone via "Hikashop->System->Zones", and your shipping methods via "Hikashop->System->Shipping methods"

Once you have set the zones, the shipping methods restricted on the zones, so once the customer set his address it will display only the available shipping methods for his city, so exactly what you are looking for
