UPS Plugin Not Displaying UPS Negotiated Rates

-- Joomla version -- : 3.4.4
-- PHP version -- : 5.4.45
-- Browser(s) name and version -- : Chrome 45.0.2454.101
-- Error-message(debug-mod must be tuned on) -- : No error messages generated online; no errors in logs.

My client has added in all the product dimensions per your recommendation on other issues we were having on this ticket . However, whether Negotiated Rates are enabled in the plugin or not, retail rates are always returned. The UPS rep claims the account is active and we have verified all the credentials.

Is there any way to see what is being sent by UPS behind the scenes to see where the problem is?

Never mind this request. UPS has a new rep and apparently he didn't take all the steps required to make my client's negotiated rates live. (Now his training is complete with lots of wasted time on our part. Sheesh!) If it's useful to anyone else, it can take up to 24 hours after activation before the rates go live.
