Shipping Rate Based on Envelope Size Used

I'm using the manual plugin and I was wondering if you can give me some guidance as to how to set-up the appropriate shipping price.

Some items are light and some are heavy. Some things can fit into a small letter envelope, some in a courier envelope and some in a large envelope.

I'm not sure how to set it up so that what they purchase they will be charged based on the size of the envelope I need to use or am I going about this all wrong?

The shipping will be based on weight using a minimum/maximum weight to determine the shipping price. For example, something like:

- up to 1 lb = $5
- 1.01 lb - 5 lbs = $10
- 5.01 lbs - 10 lbs = $15
- 10.01 lbs and up = $20

We also want the user to be able to select what shipping service to use and pay based on the shipping service they choose. So for example,

Courier - $15
Regular Mail - $5
Snail Mail - $0

How do I set it up so that is shows the shipping price and in addition get the user to chose a shipping service and calculate both?
